There were some people who made it in high positions... just look at Red Tails. The armed forces did have black officers. They were often put in out-of-view places though. I'm surprised he was assigned to the apollo moon launch, since it's so high priority.

You can also use it to travel back in time a few seconds and replace one version of yourself, retain knowledge of the future, and reverse injuries.
